TML improves the BasGoed model, which forecasts future freight transport demand in the Netherlands, by better integrating capacity constraints. We create a roadmap to produce more realistic forecasts and make the impact of capacity constraints more understandable.


TML is working to improve BasGoed, the national model that predicts the future demand for freight transport in the Netherlands. The model analyses how goods are distributed among different transport modes, taking into account factors such as transport costs and travel time. BasGoed is therefore an important tool in the planning and policymaking of freight transport by road, rail, inland waterway, shipping, and pipelines.

Currently, however, BasGoed does not yet consider capacity constraints of transport infrastructure, which may lead to less accurate forecasts. This is especially relevant now that congestion is increasing, rail capacity is limited, and waiting times at terminals are lengthening. Moreover, changes due to the energy transition and climate change, such as fluctuations in water levels, affect the transport landscape.

TML is investigating how to better incorporate these capacity constraints into the model. We provide an overview of relevant capacity issues, such as constraints in infrastructure and transport services. We also create a roadmap for both short-term and long-term improvements based on previous studies and input from workshops. These modifications should not only make BasGoed more accurate in forecasting freight transport demand, but also help identify and address bottlenecks.
