The Goods Transport Models Alliance strengthens the Netherlands’ position in freight transport through improved models and shared expertise. TML leads subprojects focused on model refinement, taxation analyses, and vehicle model development.


The Government of the Netherlands wants to maintain and strengthen the Dutch global position in freight transport. To achieve this, cargo flows must move reliably, efficiently, quickly, safely, and sustainably through the system. Rijkswaterstaat Water, Verkeer en Leefomgeving, which is responsible for developing and managing strategic freight transport models, therefore drew up a multi-year agenda.

An important part of the multi-year agenda is the Alliance Goods Transport Models (GVM), a new cooperation between ten market parties (Charta, Fileradar, Tenuki, Dat.Mobility, Demis, Ecorys, Panteia, RWS, Significance, Vortech, and TML). This cooperation runs from May 2024 to May 2027, with three possible extensions, making the total duration up to eight years.
The goals of the GVM Alliance are as follows:
  • Develop the best freight transport model in the Netherlands.
  • Build and share knowledge on freight transport forecasts and models.
  • Promote innovation through open and transparent cooperation.
  • Respond flexibly to policy questions, new insights, and necessary improvements.

TML is responsible for several subprojects within this Alliance. We are refining the model’s baseline (project 25049), conducting analyses on potential charges (project 25062) and elasticities (project 25061), and developing a vehicle model focusing on vans and trucks (project 25043).
