Transport networks are crucial for moving people and goods, but traffic incidents disrupt the flow and pose security risks. TML supported DG MOVE in a study to assess the need for improved traffic and incident management in the EU and offered recommendations for the integration of advanced technologies and better coordination.
Our transport networks are crucial for the movement of people and goods. However, traffic incidents disrupt traffic flow, increase fuel consumption, waste time, and raise travel costs, while posing serious safety risks. They can result in fatalities or injuries, with significant economic consequences. Effective incident management systems are essential to monitor and manage traffic, thereby minimising the likelihood of traffic incidents.
The EU focuses on smart digital solutions and Intelligent Transport Systems (ITS) to create an efficient multimodal transport network that prioritises safety, security, reliability, and comfort.
In this exploratory study, we supported DG MOVE in assessing the need for further action in the area of enhanced traffic and incident management. We identified0 gaps and opportunities for improvement by analysing existing processes and integrating advanced technologies. The focus lay on improving traffic flow, optimising road capacity, and enhancing incident response using ITS. Data sharing and stakeholder interaction were also important for better coordination and standardisation of traffic management solutions, contributing to a more efficient and resilient transport network.
The study began with a thorough assessment of the current state of incident management systems, using data from Member State reports, real-time feeds, and academic research. This was followed by an in-depth analysis of the identified issues. We identified and prioritised potential actions, developped detailed implementation plans for the key actions, and examined the required resources and expected impacts. All findings were summarised in a comprehensive report that provided concrete recommendations to improve traffic management and incident response across the entire EU. TML made significant contributions to all these tasks.
