SCALE-UP was an EU-funded innovation project aimed at accelerating green and inclusive mobility in cities such as Madrid, Antwerp and Turku. Within the project, TML developed an evaluation framework to monitor the efficiency of multimodal mobility measures and to support the wider dissemination of SCALE-UP results to more than 140 European cities.


SCALE-UP tested and validated its innovation concepts with strong vertical and horizontal integration in three European urban hubs (Madrid, Antwerp, and Turku). The project explored how cities could be better connected and more resilient to climate change, while at the same time developing safe and accessible transport systems that combine multiple modes of travel. Strong links with the EU’s Trans-European Transport Network (TEN-T) were a key element of this work. In total, 23 partners collaborated on the implementation of 28 concrete mobility strategies, creating a solid basis for scaling up these approaches to other European cities.

Through empirical monitoring and evaluation, we assessed how effectively the multimodal and smart mobility measures performed and analysed why some measures were successful while others were not. The insights gained were used to support knowledge exchange during and after the project. This exchange was grounded in practical experience, accumulated expertise, and a thorough analysis of impacts and processes within the local policy context.

TML was responsible for evaluation efforts under SCALE-UP. For this purpose, we developped a new SCALE-UP impact and process evaluation framework with a layered evaluation approach, consisting of
  • a city and functional urban area (FSG) change evaluation with a focus on the context for innovative change,
  • an in-depth bespoke evaluation combining impact and process evaluation, and
  • an innovative understanding of progress in vertical (city, FSG, and TEN-T) and horizontal (infra-layer, digital layer, and human layer) integration.

In addition, TML coordinated the evaluation plans in the three SCALE-UP cities. On this basis, we drew integrated conclusions and developed practical guidance and inspiring examples to share the results of SCALE-UP with more than 140 large European cities.
