Requirements for efficient and sustainable cross-border use of car rentals

The European Commission wants to improve the internal market for car hire by addressing barriers to international use. TML developed the baseline scenario and conducted an impact assessment to analyse the economic, social, and environmental consequences of possible policy measures until 2050, to form the basis for a future legislative initiative.
As part of its Strategy for Sustainable and Smart Mobility, the European Commission wants to propose measures to improve the functioning of the single market in the car rental sector. Currently, there are a number of barriers preventing the cross-border use of rental cars, which makes it difficult for rental companies to manage seasonal shifts in demand.
This study collected evidence to analyse the current market situation in economic, social, and technological terms. Various stakeholders (rental companies, national authorities, citizens) were consulted through different channels.
TML developed the baseline scenario and the actual impact assessment. The baseline scenario reflects the situation where the existing relevant but unspecific legal framework continues to apply. Projections were made up to 2050. The impact assessment included the assessment of the economic, social, and environmental impacts of the possible policy measures we proposed in the project.
The results of this study provide the European Commission with the necessary information to prepare a possible legislative initiative.
