Interoperability and Consumer Rights in Digital Services

TML is conducting a study for the FIA on how digital services, software updates, and subscription models affect the rights of car owners. We are identifying where new digital applications offer opportunities, but also where they may lead to reduced freedom of choice, transparency, and interoperability.
Anyone buying a car today is also buying software. New features can be added remotely, certain options require a subscription, and digital services play a key role throughout a vehicle’s entire lifespan.
This offers new possibilities, but also raises questions about ownership, freedom of choice, transparency, and consumer rights.
In this study, TML examines how these developments affect users. We analyse European regulations, map out the key market practices, and examine how software updates, digital subscriptions, data exchange, and the resale of vehicles work in practice. Through surveys, interviews, and international comparisons, we gather insights from consumer organisations, public authorities, and the sector itself.
Based on these analyses, we formulate concrete recommendations for the FIA and European policymakers.
