The Horizon project x-CITE is developing CitiVerse, a tool that transforms cities into smart, people-centric environments using XR technologies. TML is contributing to this project by working with various partners to create guidelines for the inclusive and ethical application of virtual technologies to support urban decision making.
The Horizon project x-CITE is developing the CitiVerse, a tool designed to transform cities into smart, human-centred environments. x-CITE leverages Extended Reality (XR) and Artificial Intelligence (AI) to make cities more transparent, inclusive, and participatory. Through the creation of the CitiVerse — a human-centric digital twin — x-CITE overlays real cities with immersive, interactive experiences. Whether exploring mobility, green spaces, or urban planning, citizens gain new tools to better understand decisions and actively shape the future of their communities.
With x-CITE, the days of relying solely on paper-based reports are over. Planning becomes a shared 3D experience where impacts can be explored before decisions are made.
The project aims to develop a common framework for European authorities, focusing on the inclusive, ethical, and seamless adoption of virtual technologies to aid decision-making. It also provides guidelines for a unified system that improves the capabilities of the CitiVerse.
The x-CITE partnership includes leading smart cities, technology providers, and knowledge institutions from Finland, the Netherlands, Belgium, and Turkey, with real-world applications in Tampere, Rotterdam, Flanders, and Istanbul. The project supports EU initiatives on climate, smart cities, and communities, encouraging innovation and supporting a sustainable, citizen-focused urban future.

In Flanders, Kim can finally visualise how environmental plans will affect her family’s daily life.
In Rotterdam, Emma walks through a virtual model of her future neighbourhood — and contributes to its redesign.
In Tampere, Mikko uses Augmented Reality to rediscover and bring local history to life.
