TML conducted a mid-term review of the EU road safety policy framework 2021-2030, analysing the current situation, challenges, and emerging technologies. TML was responsible for the projections and offers recommendations for improvements and adjustments to the policy by 2030 and beyond.


In collaboration with its project partners, TML assessed the current EU and Member States' Road Safety policy framework for the 2021–2030 period at its halfway point. We described where things stand today, what challenges the framework is facing, and what new developments and technologies are emerging, each with their own opportunities and hurdles. With this insight, we pinpointed areas for improvement and proposed recommendations for changes up to 2030 and beyond.

Our research approach combined forward-looking analysis, input from various stakeholders, and a review of how these policies have been put into practice.

The study had two key parts:
  1. Looking back: we reviewed the current state of road safety and assess how well the EU and its Member States have performed up to now, including any challenges they have faced.
  2. Looking ahead: we explored future challenges and opportunities based on recent trends and changes that could shape road safety in the future.

The study covered all 27 EU Member States, focusing on the period from 2019 onwards. It considered two timeframes: a short-term one up to 2030 and a longer-term one extending to 2050.

TML was part of the core team and was responsible for the foresight analysis.
