The HORIZON project Impact Monitor 2 is developing a modular system to assess the impact of sustainable aviation measures. TML is conducting social cost-benefit analyses to map out the feasibility of these measures.



How can we ensure that aviation evolves towards a climate-neutral future? In the European HORIZON project Impact Monitor 2, ten research institutions are working together on an open, modular system to help answer that very question. The project builds on a previously developed Toolbox and Framework, for assessing the impact of new technologies or measures in the aviation sector. By linking models on, for example, aircraft design, airport networks, and climate effects, the project enables a more integrated approach—helping policymakers, researchers, and industry better understand what works and what doesn’t.

This time, the focus is on the impact of new aircraft technologies and operational improvements under SESAR. By modelling at multiple levels (aircraft, airports, and the air traffic system), the consortium aims to provide practical insights to support European policy decisions. The ultimate goal? Better-informed decisions about investments and regulations in a sector that must remain sustainable, competitive, and safe. With close collaboration from European bodies such as DG CLIMA, EASA, and ICAO, the project’s insights will also have international relevance.

TML plays a supporting role in the project, focusing on social cost-benefit analyses (SCBA) within one or more case studies. These analyses help identify which measures are not only environmentally sound in the long term, but also economically and socially viable. Our experience with SCBAs ensures that the results of technological innovation can be translated into policy that best reconciles various objectives – such as effectiveness, efficiency, and equity.
