Possible supporting measures for estuary navigation, inland navigation and railways

The Flemish Coalition Agreement 2019-2024 underlines the importance of good and efficient measures to realise the modal shift towards rail, inland waterway and estuary navigation. The Flemish Government recognises the importance of this alternative mode of transport for goods flows to and from the hinterland and wants to continue to stimulate and facilitate it.

It is important in this respect that the current support measures are subjected to a thorough analysis. This is the purpose of this assignment: to map, analyse and evaluate the existing support measures. This should make it possible to assess the effectiveness of the measures already taken. A second part of the study should make suggestions for possible new opportunities and new measures, partly based on the overview made earlier.

The study consists of two parts:

Estuary part: 
1.    A market analysis, first for the current market; then also for the possibilities of growth in the future. In addition, we examine which operational support measures can be provided to maximise this growth.
2.    A financial-economic analysis of estuarine shipping, calculating the total logistic cost of this mode, based on the cost structure used for other modes. Based on the outcome, we will also be able to deduce what financial support measures might be useful.
Part inland navigation and rail:
1.    Draw up an overview of the different support measures for rail and inland waterway transport
