Evaluation Flemish Safety Plan

The Flemish government assessed the effectiveness of the 2021-2025 road safety plan through an international benchmark and an analysis of policy measures. TML and partners linked insights from literature and interviews to Flemish accident data.


The Flemish government is working on a new road safety plan but first wants to assess how effective the previous plan (2021-2025) has been. The evaluation consisted of two main components: a benchmarking exercise comparing the plan with those in other countries and an impact evaluation of the implemented measures. This helped identify both international best practices and the measures which truly make a difference.

In the benchmarking exercise, we compared the Flemish approach with strategies used elsewhere. This included neighbouring regions (Wallonia and Brussels) and countries (the Netherlands, France, and Germany), as well as countries known for strong road safety performance, such as Sweden, the United Kingdom, and Denmark. We collected information, conducted interviews, and compiled all findings into clear thematic fact sheets.

For the impact evaluation, we analysed both the road safety measures in the current plan and other potential measures. We estimated the effects on road safety in Flanders by applying figures from scientific literature to Flemish statistics and accident data.
