Training of Professional Drivers

From 2013 to 2015
DG MOVE funded a study on Directive 2003/59/EC, concerning the initial qualification and periodic training of professional drivers of trucks and busses. The main problems that were identified were road safety, unlevel playing field, mutual recognition of training, and attractiveness of the profession. Our research included ex-post evaluations and public consultations. We found out that the most beneficial improvements would be reached with these 4 measures:

- the mutual recognition of Certificates of Professional Competence (CPC) which could be supported by mandatory national electronic registers for completed CPC
- professional driver training to be based on learning outcomes and structured in modules that cover most relevant aspects for professional drivers
- periodic training would be structured in mandatory and optional modules in order to avoid obvious repetition of training
- combinations with other forms of mandatory training, such as for example carriage of dangerous goods (ADR) training
Together with Panteia, TML was responsible for the ex-post evaluation of Directive 2003/59/EC (the definition of the evaluation framework, analysis and effective evaluation), the definition of policy options, the impact assessment and the comparison of policy options.
