Short description:
The Flemish government would like to invest in qualitative bicycle infrastructure.  In order to be able to prioritise these investments, Transport & Mobility Leuven and its project partner Traject put forward a renewed methodology; the objective needs analysis. 
Within this project, our team could build on its specific expertise as to traffic in general and bicycle-related projects in particular.  Furthermore, we incorporated our specific skills and experience as to stakeholdermanagement and – analyses to come to a comprehensive and broadly supported methodology.

For this project, TML and Traject analysed all existing documents and available data on the former objective needs analyses-methodology; which was last used in 2009 to prioritise possible investments in Flanders’ bicycle infrastructure.  Next to that, we conducted interviews with various stakeholders such as the Flemish provinces, the Fietsersbond and Fietsberaad, and employees of the public administration.  Furthermore, we benchmarked with best practices and methodologies of other countries, so as to incorporate foreign knowhow into the resulting methodology.
Based on these analysis and interviews, Transport & Mobility Leuven and Traject put forward a solid advice for the Department of Mobility and Public Works.  The department is currently looking into this advice and will adjust its methods related to prioritising investments to bicycle infrastructure accordingly.
