In Flanders, there is a need for an appropriate environmental impact assessment (EIA) methodology on a more strategic level for specific types of plans or programmes. In this study, we first select and analyse a number of environmental impact assessment plans in which an interesting strategic environmental assessment methodology has been used.
We will incorporate the results in a conveniently arranged roadmap, which should contribute to a targeted and efficient Environmental Impact Assessment for such plans.

In the future, a wide range of Flemish regulations and policy proposals will be subject to environmental impact assessment. Hence, there is a need to devise a suitable environmental impact assessment methodology at a more strategic level, which can be applied to specific types of plans or programmes.

The result of this study is a clear roadmap for drawing up a targeted and efficient environmental impact assessment report with added value in terms of content for plans on a strategic level.

Initially, we will select and analyse a number of environmental impact assessments in which an interesting strategic environmental assessment methodology was used. In addition, we also carry out a literature review in which a number of relevant articles and documents are discussed that provide information on strategic environmental assessment methodologies.
Based on the information obtained and our own expertise, we will then make an inventory of possible ‘strategic environmental assessment methodologies’. Finally, together with our research partner, we will draw up a roadmap in which we will indicate, amongst others, how to determine for concrete plans which strategic environmental assessment methodologies can be used.

TML supports Antea in benchmarking existing EIAs, analysing methodologies, and drawing up the roadmap. In doing so, we make maximum use of our mobility expertise and experience in environmental impact assessment.

The final report is expected by autumn 2021.
