In this project we create an Environmental Impact Report, focus on mobility, of the reconstruction of the four major intersections in the eastern part of the R0 and on the E411: the intesections Vierarmen and Leonard, the Jezus-Eik entry/exit and the Groenendaal complex.

In this project we primarily investigate whether there are cumulative effects of the reconstruction of the four intersections in the eastern part of the R0 and on the E411: the intesections Vierarmen and Leonard, the Jezus-Eik entry/exit and the Groenendaal complex.  We do this for the different proposed alternatives. Next, we study the local effects of the different proposed alternatives for the four intersections separately. Finally, we study the effects of a chosen alternative per node on a micro scale.

The result is twofold:
  • An approved plan-environmental impact report (EIA) that weighs the cumulative effects as well as the local effects of the various proposed alternatives of the four nodes against each other, and proposes mitigating measures.
  • An approved project-EIA of the chosen route of the four nodes (i.e. a combination of the chosen alternative per node).
We combine the different alternatives proposed per node combined into scenarios. We then choose specific indicators to assess the effects, and thus weigh the scenarios against each other. Some indicators are assessed qualitatively, other indicators are assessed based on results from the macroscopic traffic model, calculated by Mint.
We will compile this analysis in a ‘MER’-plan (expected in September 2021), which will assess the different scenarios against each other based on the chosen indicators.
Subsequently, we will assess the effects of a chosen route for the four nodes, by doing micro-simulations using the Vissim software,. This part will be carried out in 2022.

TML is responsible for the environmental impact assessment, focus on mobility aspect, and for carrying out the micro-simulations. To this end, we deploy our certified ‘MER’ experts and our specific experience in microsimulations.
