To reduce greenhouse gas emissions from Vietnam's transport sector, the government has set various targets. These objectives have since been translated into targeted measures. As a result, TML, in collaboration with Vietnamese consultants, is developing a monitoring system to map out the evolution of these emissions. For this purpose, TML first investigates which parameters are relevant for determining these emissions: for example, fuel consumption, the number of kilometres driven per mode of transport, or the carbon content of the fuels used. Subsequently, we look at the interrelationship between these indicators.

Emissions from the transport sector are high in Vietnam. Measures have been taken to reduce them. The German NGO GIZ now wants to investigate what a monitoring system should look like to follow up the impact of these measures.

The result of this project is an emission monitoring system to estimate emissions from road transport in Vietnam. With the help of this monitoring system, we will be able to make a statement about the contribution of the various indicators to the evolution of the emission figures.

We will carry out the following tasks:
  • Coordination of the project
  • Delineation, design, and general methods of the data monitoring system, and monitoring of the reporting and verification system. What indicators do we use? How do we measure them? How are they related?
  • Monitoring the overall processes by consulting stakeholders, such as local authorities and manufacturers of transport modes. How do they feel about the processes used?
  • Workshops on the methods used in the monitoring system
  • Development of clear documentation of the developed calculation methods, so that it can be easily implemented by the Vietnamese IT staff.
  • Verification of the data collection guidelines for local governments drawn up by Vietnamese consultants. Are the guidelines clear, complete, etc.?We will carry out the following tasks:
