Statistical analysis and estimation of missing data for the European transport and environmental indicators

In the Transport and Environment Reporting Mechanism (TERM) project of the European Environmental Agency (EEA), European statistics are used to build indicators which monitor European transport and environment. However, many of the statistics cannot be used as such because data of the most recent years are missing. TML was asked to fill those data holes where possible using statistical methods. To do this, TML used alternative sources including more recent data. Consistency between the two sources was based on overlapping years. A confidence interval could be calculated based on the square sum distance of the scaled trends. However, for some countries, no alternative sources were available. In this case the best matching country was searched for, ‘best matching’ again being measured by taking the square sum between scaled trends.
