Mobility aspects

After several reactions to earlier proposals for the realization of an additional Scheldt crossing for car traffic, on 29/9/2010 the Flemish Government decided to complete the Antwerp ring road by means of a tunnel (a combination of a submerged tunnel and cut and cover tunnel parts) instead of a viaduct (the "Lange Wapper"), as initially foreseen in the existing spatial development plan and the building permit. Crossing the Scheldt still occurs through a submerged tunnel. The Oosterweel connection does not stand alone but is part of a broader package of measures, the 2020 master plan, which, in addition to a number of new infrastructures for car traffic, also contains some water-related infrastructures and a large number of public transport projects.

A new EIR was drafted for this new plan. It was compared to other proposed alternatives combined with other possible infrastructures and potential exploitation variants. TML was responsible for the evaluation of the proposals in the area of mobility. 

In February 2014 the EIR department approved the Plan EIR report. Mobility is an important aspect in the assessment in which the Oosterweel connection is evaluated in different effect groups such as the functioning of the traffic system, accessibility, traffic safety and liveability. Considering the estimated growth rated by the services of the Flemish Region, the Oosterweel connection is considered the best solution to improve the Antwerp ring structure. Additionally, the analysis shows that the establishment of a cargo ban in the Kennedy Tunnel is not the best solution and that it is rather desirable to establish a toll with a differentiated rate in all tunnels to optimally control the traffic on the ring structure.
