Integrated spatial-economic model Benelux
In 2008, TML developed a very extended spatial-economic model for Belgium. This model, called ISEEM, is able to analyse economic policy which is aimed at sustainability.
The current ISEEM model however has two important restrictions. First of all, only Belgium is modelled, whereas transport itself, the social problems which transport brings along (environmental, congestion, etc.) and transport policy do not stop at the borders. Secondly, the transport sector is not modelled detailed enough to calculate broad policy scenarios.
We intend to build further on the ISEEM model, but with far-reaching changes to the model methodology and database, to enable us to calculate transport policy at international level. At this stage we restrict ourselves to the Benelux countries, as this is a European region that has a history of common policy and consists of countries with a similar size. Moreover, there is a rather extensive database with regional data available at Benelux level.
First of all, it will then be possible to analyse cross-border impacts afterwards. Secondly, the model structure will be adapted to incorporate other regions in France and Germany later on. We will further develop the transport sector in the new ISEEM-Benelux model, in more detail and take into account several types of transport, both at regional, national and international level. Moreover, it will be possible to implement the emissions and external costs of transport in more detail in the model.
In the end, ISEEM-Benelux must be able to reflect the impact on the economy and on the society of infrastructure investments (road, rail or inland waterways) and changes in transport policy at several policy levels.
