ETS Flemish ports
The implementation of international transport in the European emission trading scheme: 'completing modalities from the perspective of Flemish ports'
For the Flemish government, department LNE, TML conducted a study on the optimal design for a maritime CO2 emission trading scheme (ETS).
The study consisted of five phases:
- Inventory of ships calling in Belgian ports
- Design parameters of an EU-ETS
- Revenue recycling options
- Strategic outlook to EU negotiations
- Administrative follow-up
Aim of the study was to advise the Flemish government on the optimal design parameters and revenue recycling option in order to a) reach the environmental targets; and b) stabilize or fortify the position of Belgian ports in EU.
