Preparation of the European Road Safety Action Program 2011-2020

The European Commission is working on a new European Road Safety Action Program. This program runs from 2011 until 2020.

TML and TRT assisted in the preparation of this program. To achieve this, two steps were taken: First, TRT carried out an analysis of the effectiveness of the different actions that were already part of the current European Road Safety Action Program (2003-2010).

Afterwards, the expertise of TML was used to carry out an impact assessment of the different newly proposed, adjusted or enhanced existing actions. These actions were in part based on the work of TRT and in part on the input from different stakeholders during a number of workshops in relation to the different domains of road safety (vulnerable road users; vehicle technology; internalisation of external accident cost; training, education and enforcement; infrastructure; communication). 

TML developed several models based on the Impact Assessment Guidelines and experience gained during the ASSESS project. These models were used to compare several different scenarios that represent different government policies. This comparison of different policies will then be used by the European Commission to define the newest set of actions that are envisaged to be the most effective measures for the future and to include them in the next European Road Safety Action Program (2011-2020).
