Analysing the costs and benefits always assesses transportation projects.  Most studies only focus on one or more parts of the problem.  We can incorporate all relevant effects in a cost-benefit analysis, including the monetisation of external effects, thereby relying on our own knowledge and the knowledge of our partners.
